Key Points

  • An Israeli airstrike in Gaza City killed at least two Palestinians and wounded several others after hitting a group on Omar Al-Mokhtar road.
  • Israel has continued strikes in Gaza following a U.S.-mediated ceasefire reached in October last year, citing targets it says threaten its soldiers or were involved in the 2023 attack.
  • Indirect talks between Israel and Hamas are deadlocked over implementing the ceasefire's second phase, which includes disarmament of Hamas and Israeli army withdrawals; since the ceasefire took effect eight months ago over 1,060 Palestinians and four Israeli soldiers have been reported killed.

CAIRO, July 5 - Health authorities said an Israeli airstrike killed at least two Palestinians in Gaza City on Sunday.

Medics reported that the fatalities occurred when a strike hit a group of people on Omar Al-Mokhtar road, in the heart of Gaza City, north of the enclave. Several other individuals were wounded in the same incident, according to the medics' account.

The Israeli military did not immediately offer a comment on the reported strike.

Officials and analysts note that Israel has carried out repeated strikes on Gaza since a U.S.-mediated ceasefire with Hamas was reached in October last year. Israeli authorities say the operations are aimed at militants they contend threaten Israeli soldiers inside Gaza or who participated in the 2023 attack.

Hamas has accused Israel of violating the ceasefire. Nikolay Mladenov, described as the U.S. President Donald Trump-appointed Board of Peace envoy to Gaza, has said that both parties have violated the agreement.

Israel and Hamas remain at an impasse in indirect negotiations intended to implement the second phase of the ceasefire deal. That second phase, as described in discussions, includes the disarmament of the group and withdrawals of the Israeli army; the parties have not reached agreement on these steps.

Since the ceasefire took effect eight months ago, figures provided by each side report that more than 1,060 Palestinians, many of them civilians, and four Israeli soldiers have been killed in Gaza. Hamas does not publish its own fatality figures.

This latest incident underscores continued violence and contested compliance with the terms of the ceasefire, while negotiations on the next phase remain unresolved.

Risks

  • Ongoing strikes and reported ceasefire violations increase the risk of further casualties and instability on the ground, which could hinder humanitarian operations and civilian movement.
  • The deadlock in indirect negotiations over the second phase of the ceasefire leaves the disarmament and withdrawal provisions unresolved, creating uncertainty about a sustainable de-escalation.
  • Conflicting claims about compliance by both sides introduce uncertainty into monitoring and enforcement of the agreement, complicating efforts to reduce violence.
