The enforcement initiative, described by the prior administration as Operation Midway Blitz, resulted in thousands of arrests and clashes between federal immigration agents and demonstrators across multiple Chicago neighborhoods and outside an immigration detention facility in suburban Broadview, Illinois. Body-worn camera footage cited in the report shows agents firing on two individuals, one of whom was killed, and includes instances in which agents allegedly threatened to shoot others. The commission additionally documents instances in which agents deployed tear gas, pepper balls and rubber bullets at protesters.

At a Thursday news briefing, Judge Castillo addressed the controversial shooting of Marimar Martinez, identified in the report as a U.S. citizen and a Montessori school teacher who was shot in suburban Oak Park by Border Patrol Agent Charles Exum.

"You would think that she was shot by some gang member on the South Side of Chicago. And she was. But guess what? That gang was Customs and Border Patrol. And the person who sent that gang to Illinois and to Chicago? Someone living on Pennsylvania Avenue in the White House," Castillo said.

The report notes that Martinez survived the shooting and was subsequently charged by the U.S. Attorneye28099s Office in one of many cases that were later dismissed.
