Tencent Financial Technology said on Wednesday that U.S. account holders with PayPal can now complete purchases at merchants across China by using WeChat Pay's QR-code payment network.
The move is enabled by a technical and operational link between Tencent's cross-border payments platform TenPay Global and PayPal World, according to a company social media post attributed to Daniel Hong, vice president at Tencent Financial Technology.
Tencent indicated the capability will be introduced to PayPal customers in additional markets in stages rather than all at once. The firm also announced measures intended to foster adoption among international cardholders, including temporary waivers of certain fees for foreign bank cards linked to WeChat Pay. Those fee waivers are scheduled to remain in effect through 2026.
In addition to the fee incentives, Tencent said it will expand language support and provide more on-the-ground assistance for international users in Shenzhen. The company framed these service enhancements as preparatory measures ahead of the Asia-Pacific Economic Cooperation meeting scheduled for November.
The announcement centers on cross-border payment interoperability - linking TenPay Global with PayPal World - and a phased international rollout, combined with short-term economic incentives and operational support for users traveling to or transacting within China.
Context and implications
By connecting the two payment ecosystems, Tencent is enabling U.S. PayPal customers to interact directly with China-based merchants that accept WeChat Pay QR codes. The company is promoting temporary fee relief to encourage the use of foreign-issued bank cards that are linked into WeChat Pay, and is preparing localized support ahead of a high-profile regional meeting in November.
Details on the exact timeline for expansion to other markets, the precise nature of the fee waivers, and the scope of on-the-ground services in Shenzhen were limited to the company announcement and were not further specified.
