The rally followed a near 3% decline in the previous week, a period that saw pressure on prices from geopolitical concerns, regulatory friction, and continued capital withdrawals from spot Bitcoin exchange-traded funds.

At 18:25 ET (22:25 GMT) Bitcoin was trading up 2.3% at $64,282.9. Market participants said attention was turning to a White House session later in the week that will bring senior figures from the crypto industry together with administration officials.


Policy meeting on the calendar

President Donald Trump is expected to participate in a White House meeting of his administration's new innovation committee on Wednesday, according to reporting. The session will include a range of crypto CEOs and leaders from prediction markets, along with representatives from traditional finance and artificial intelligence.

That White House meeting precedes a Thursday session at the Commodities Futures Trading Commission, which oversees the innovation committee. The CFTC meeting is slated to include further discussion of crypto regulation and takes place amid ongoing debate among lawmakers over the proposed Clarity Act.


Spot ETF flows and market sentiment

Spot Bitcoin exchange-traded funds recorded nearly $390 million in outflows last week, per data from aggregator SoSoValue. That level of withdrawals was the largest since early July and coincided with Bitcoin's roughly 3% weekly fall. The redemptions also contributed to a muted crypto market response compared with a rally in tech and artificial intelligence equities driven by strong chipmaker earnings.


Corporate share sale by Strategy

Separately, Strategy, the company that holds a significant Bitcoin treasury, disclosed a stock offering that injected fresh supply into equity markets. Regulatory filings show Strategy sold approximately $333.7 million of its own shares between August 10 and August 16, comprising 3,458,866 shares. The filing stated that Strategy did not buy or sell any Bitcoin during that period, leaving its token holdings unchanged.

Proceeds from the stock sale were allocated across several uses. The company reported directing $52.4 million to dividends on its STRC preferred stock, $132.2 million to repurchases of STRC shares under its Digital Credit Securities Repurchase Program, and $149.1 million to increase cash reserves. Following the allocations, Strategy's USD holdings rose to $4.8 billion.

Strategy's Bitcoin balance remains at 840,447 tokens, with a stated average purchase price of $75,385 per coin and an aggregate investment of about $63.4 billion including fees and expenses. At current market prices the position is valued at roughly $53.4 billion, according to the company's filing.


Broader crypto market moves

Major altcoins generally moved higher on Monday, tracking Bitcoin's bounce. Ethereum increased 1.6% to $1,905.52. BNB, XRP, and Solana rose 0.4%, 0.7%, and 1.8%, respectively, while Cardano declined 1%. Meme tokens such as Dogecoin gained 1.1%, and the token $TRUMP was essentially unchanged.

Market participants also noted a U.S. Treasury request for public comment on the issuance, offering, and sale of payment stablecoins under the GENIUS Act as another factor supporting sentiment around digital assets.
