BEIJING, June 5 - Cai Qi, described by observers as a key confidant of President Xi Jinping, has been appointed to lead the Central Party School, the elite institution responsible for training senior party officials and shaping party doctrine. Footage shown on state broadcaster CCTV documented Cai attending a graduation ceremony at the school on Friday, marking his first public appearance in the role.

Analysts characterize the appointment as cementing Cai's position as perhaps Xi's closest ally entrusted with an unusually broad portion of the party's portfolio. Jean Christopher Mittelstaedt, professor of modern Chinese studies at the University of Zurich, said that the new arrangement effectively unites the party's organizational, doctrinal, and administrative functions under one member of the Politburo Standing Committee. Mittelstaedt added that he did not think there was a precedent for that configuration.

Cai, 70, already heads the Communist Party Central Committee's General Office among his other intraparty roles, making him the de facto chief of staff to Xi. As a member of the seven-person Politburo Standing Committee, he ranks among the most powerful officials in the country. The Central Party School in Beijing is the premier training center for senior officials and a central venue for the development and dissemination of party ideology.

Both of the two most recent Chinese leaders prior to the current administration - Xi Jinping and Hu Jintao - served as head of the Central Party School before moving into the top leadership role. In Cai's case, observers note that, with the exception of the disciplinary apparatus, he has assumed expansive responsibilities related to building and running the party.

Although Cai's age makes it unlikely that he will be positioned as Xi's successor, Mittelstaedt said the appointment ties Cai closely to the future direction of the party, observing that there are no higher stakes and no higher level of trust. Cai succeeds Chen Xi, 72, who had already retired from his role as head of the party's Organization Department in 2023.
