Strikes and Skirmishes Persist Across Ukraine Despite Short-Term U.S.-Brokered Truce

Officials report drone attacks, hundreds of clashes and civilian casualties as ceasefire shows early signs of strain

By Jordan Park

Ukrainian military and regional authorities reported Russian drone strikes, ongoing battlefield clashes and civilian casualties over a 24-hour period despite a U.S.-facilitated ceasefire that ran from May 9 to May 11. Both Kyiv and Moscow have accused the other of violating the truce, with Ukrainian officials documenting dozens of wounded and killed civilians and the military reporting hundreds of engagements along the front.

Strikes and Skirmishes Persist Across Ukraine Despite Short-Term U.S.-Brokered Truce

Key Points

  • A U.S.-brokered ceasefire ran from May 9 to May 11 but faced immediate accusations of violation from both Ukraine and Russia.
  • Ukrainian authorities recorded 180 battlefield clashes in the previous 24 hours and reported civilian casualties across multiple regions including Zaporizhzhia, Kherson, Mykolaiv, Kharkiv and Donetsk.
  • Russia’s Defence Ministry said it had downed 57 Ukrainian drones and claimed to have "responded in kind"; Ukrainian forces reported that Russian troops deployed 8,037 kamikaze drones in attacks on Sunday.

Ukraine’s armed forces and local officials reported fresh strikes and fighting on Monday even as a brief ceasefire brokered by the United States remained in effect. The temporary halt - agreed by Kyiv and Moscow to run from May 9 to May 11 as part of a U.S.-led effort under President Donald Trump to pause more than four years of hostilities that followed Russia’s full-scale invasion in 2022 - has shown signs of pressure since it was announced.

Both sides accused the other of violations over the weekend. Ukrainian President Volodymyr Zelenskiy said on Sunday that, while Moscow had held back from large-scale aerial and missile campaigns, Russian forces continued to launch assaults along sections of the extended front where they are advancing. Russia’s Defence Ministry countered that Ukraine had breached the truce, asserting it had shot down 57 Ukrainian drones in the preceding day and had "responded in kind" on the battlefield. The ministry did not immediately provide an update on Monday’s frontline activity.

The General Staff of Ukraine’s military reported 180 battlefield clashes recorded along the front line in the past 24 hours. It also said that on Sunday Russian forces deployed 8,037 so-called "kamikaze" drones in attacks directed at settlements and military positions.

Regional governors in Ukraine described civilian casualties and injuries across multiple regions. In Zaporizhzhia the governor said one person was killed and two were wounded. The Kherson region’s governor reported two killed and two wounded. In neighbouring Mykolaiv three people were wounded, five were injured in the northern region of Kharkiv and four were wounded in the eastern Donetsk region, according to statements from the respective governors.

Accounts from both sides over the weekend signalled early strain on the ceasefire. Each party claimed the other had not fully observed the truce, and the respective military statements reflected differing assessments of aerial and ground activity during the pause.

At the time of the latest reports, the ceasefire's durability and whether it would be extended beyond May 11 remained uncertain, with both sides publicly registering allegations of violations.

Risks

  • The ceasefire has come under strain with mutual accusations of violations, creating uncertainty about its extension - this uncertainty may affect defense and regional stability considerations.
  • Ongoing deployment of large numbers of attack drones and continued frontline engagements increase the risk of further civilian casualties and infrastructure damage - with implications for humanitarian response and reconstruction needs.
  • Conflicting military statements from Kyiv and Moscow about the scale and nature of operations introduce information uncertainty, complicating assessments for markets and sectors exposed to geopolitical risk.
