(Nasdaq: QUCY) (“Quantum Cyber” or the “Company”), a Nasdaq-listed autonomous defense technology company assembling an AI-powered, quantum-accelerated System-of-Systems platform spanning drone warfare, counter-UAS, autonomous naval mine countermeasures, EMP shielding, command-and-control, and quantum antenna applications, today announced the appointment of Tzvi Lev as Head of Sales, Middle East, effective immediately. Mr. Lev, who has been contributing to the Company’s regional strategy in 2026 as Director of Sales and Strategy, MENA, has been elevated to lead Quantum Cyber’s commercial engagement across the Gulf Cooperation Council (“GCC”) and Israel as the Company scales its go-to-market posture in one of the world’s most active defense-technology procurement corridors.

Mr. Lev is a Middle East–focused strategist and cross-border commercial operator specializing in defense technology, cybersecurity, and sovereign-level engagement across the GCC and Israel. He most recently served as Economic Affairs Officer at the Consulate General of Israel in Dubai from 2022 to 2025, where he founded and led Israel’s Economic Division in Dubai and the Northern Emirates — the first of its kind, established in the wake of the Abraham Accords. In that role, he designed Israel’s strategic framework for economic engagement across the GCC, brokered more than 17 commercial transactions, facilitated over $15 million in venture capital investment into Israeli technology companies, and designed Israel’s first official engagement strategy focused on digital assets and next-generation technologies. Before his posting to Dubai, Mr. Lev served in Israel’s Ministry of Foreign Affairs Middle East Division from 2019 to 2021 as a member of Israel’s Abraham Accords Task Force and Foreign Minister Gabi Ashkenazi’s transition staff.

Alongside his diplomatic career, Mr. Lev has served in the Israeli Defense Forces since 2013. He is currently an Arabic-speaking IDF intelligence analyst in the Reserves. He previously served in a key foreign liaison role at the Civil-Military Coordination Center in Kiryat Gat, working directly with U.S. Joint Special Operations Command personnel and senior officers from the United States, United Kingdom, Egypt, and NATO, and played a strategic role in building the International Stabilization Force framework supporting post-conflict operations in the Gaza Strip. Earlier in his service, he commanded troops in the Kfir Counterterrorism Brigade during Operation Protective Edge in Gaza and led counterterrorism operations in the West Bank during the 2015 wave of attacks.

Mr. Lev additionally serves as Director of Strategy and Investment at Clavium, an Abu Dhabi–based defense technology venture capital fund backed by sovereign Emirati capital, and as Founder and Executive Director of the largest Israeli business group in the MENA region. He holds a B.A. in Arabic and Middle Eastern Studies from Ariel University (Dean’s List) and is fluent in English, Hebrew, and Arabic.
