Shelling in Kharkiv Region and Strike on Danube Port Leave Dead, Damage Infrastructure

Authorities reported that Russian attacks killed two people in and around Kharkiv and that a strike on the Danube port of Izmail damaged port facilities and energy infrastructure. Officials on both sides of the border also reported further casualties from drone strikes, and Moscow said multiple drones were intercepted en route to the capital. The accounts could not be independently verified.

Key Points

  • Fatalities and injuries reported: a woman in Kharkiv died of her injuries and a man was killed by a drone in the Kharkiv region; additional casualties reported in Belgorod on the Russian side.
  • Damage to port and energy infrastructure reported in the Danube port town of Izmail, indicating an impact on maritime and energy facilities.
  • Frequent drone activity reported around Moscow, with authorities saying 17 drones were intercepted and destroyed en route to the capital on Wednesday.

March 26 - Officials in northeastern Ukraine and in the country's southwest reported deaths and infrastructure damage following a day of strikes and drone activity.

Prosecutors in the Kharkiv region said on Telegram early on Thursday that a woman who had been wounded in an attack on the city of Kharkiv later died in hospital. The prosecutors added that nine people were injured in strikes on two districts of the city, areas that have repeatedly been targeted by Russian forces, and noted the locations were 30 km (18 km) from the border. They also reported that a Russian drone struck a car in a district closer to the border, killing a man inside.

In the southwest of Ukraine, local officials in the Danube port town of Izmail said the town came under attack and that the port and energy facilities sustained damage. Authorities described harm to port infrastructure and to energy installations, without providing further operational details.

Across the border in Russia's Belgorod Region, Governor Vyacheslav Gladkov said Ukrainian drones had killed an 18-year-old man who was riding a motorcycle in a village near the border and had also killed a woman who was in her car in the town of Graivoron. Belgorod has experienced frequent attacks from Ukrainian forces in the four-year-old war between Kyiv and Moscow, officials noted.

Meanwhile in Moscow, Mayor Sergei Sobyanin reported that 17 Ukrainian drones had been intercepted and destroyed while heading toward the capital over the course of Wednesday. Authorities said that the interception of drones bound for Moscow happens frequently, with the number of such attacks varying widely.

Officials in the various affected areas provided the casualty and damage accounts. The reports could not be independently verified.

Context and implications

The incidents reported on March 26 involved both kinetic strikes and unmanned aerial systems, with casualties and damage documented on both sides of the border. Local authorities cited harm to civilians and to critical infrastructure, including port and energy assets in Izmail, and confirmed multiple injuries in Kharkiv.

Information remains limited to official statements from regional prosecutors, local officials and governors. Independent confirmation of the specific events and the full extent of damage was not available at the time of reporting.

Risks

  • Verification uncertainty - the accounts are based on official regional statements and could not be independently verified, creating uncertainty about the full extent of casualties and damage.
  • Infrastructure disruption - reported damage to port and energy facilities in Izmail poses risks to shipping, logistics and local energy supply in the immediate area.
  • Escalation around border regions - continued strikes and drone activity in border areas raise the risk of further civilian harm and additional damage to transport and utility infrastructure.
