The U.S. Department of War has awarded L3 Technologies Inc., based in Londonderry, New Hampshire, a firm-fixed-price contract valued at $465,993,977 to develop, produce and test the Binocular Night Observation Device.

The award, announced Friday, followed an internet-based solicitation that drew six bids. According to the contract notice, the specific work locations and the source of funding will be determined with each individual order placed under this agreement. The contract carries an estimated completion date of February 27, 2033.

Army Contracting Command at Aberdeen Proving Ground, Maryland, is listed as the contracting activity for this procurement. The contract is identified under the designation W91CRB-26-D-A007.

In a separate announcement, three companies received indefinite-delivery/indefinite-quantity firm-fixed-price contracts to provide maintenance and repair services for engine room control systems aboard Military Sealift Command vessels. The awards were announced Friday and include:

  • L3 Technologies Inc., Herndon, Virginia
  • L3 Harris Maritime Services Inc., Norfolk, Virginia
  • Sea Wrench LLC, Bedford, New Hampshire

The trio of contractors will share a combined ceiling of $49,000,000 and will compete for individual firm-fixed-price orders issued under the agreements. These contracts include a five-year ordering period plus one six-month option period.

Work under the maritime contracts is to be performed on a worldwide basis beginning on the announcement date and may continue through August 26, 2031, if the six-month option is exercised. The procurement was solicited via the Government Point of Entry website and received four offers. Military Sealift Command in Norfolk, Virginia, is listed as the contracting activity for these awards. The procurement notice indicates the actions utilized other than full and open competition.

Both sets of notices provide contractual identifiers, estimated timelines and competitive details supplied in the published procurement announcements. The documents specify where responsibility for funding and precise work locations will be assigned as individual task orders are issued against the prime agreements.

The contract notices do not provide additional operational or technical specifics about the Binocular Night Observation Device or the engine room control system maintenance activities beyond the scope, timelines and administrative contracting details listed above.

Risks

  • Work locations and funding for the binocular device contract will be determined with each order, creating uncertainty about where and how funds will be allocated - impacting defense suppliers and regional industrial activity.
  • The maritime maintenance contracts were awarded using other than full and open competition and received four offers, which may create procurement risk or future protest potential - affecting the maritime services sector and contractors competing for similar work.
  • The maritime contracts include a six-month option period that may or may not be exercised, leaving the ultimate duration and value of work subject to future government decisions - affecting revenue visibility for the awarded firms and subcontractors.
